Our Strategic Plan (2024–2027)

The Armstrong Center for Community Learning (ACCL is guided by a three-year strategic plan focused on expanding access to education, strengthening workforce pathways, and ensuring long-term sustainability.

As one of Pennsylvania’s designated Community Education Councils (CECs), ACCL aligns its work with statewide priorities while addressing the unique needs of Armstrong County and the surrounding region.

Goal 1: Expand Programs & Services

We are committed to growing programs and services that meet evolving community and workforce needs.

Education & Student Support
  • Increase scholarships
  • Expand testing services
  • Provide financial aid literacy resources
  • Strengthen college preparation support
  • Support dual enrollment opportunities
  • Offer services for underserved populations, including individuals with special needs and disabilities
  • Provide fingerprinting services
Career Development
  • Expand career exploration opportunities
  • Support professional continuing education (e.g., industry-specific credentials and training)
Outdoor Discovery Center (ODC)
  • Expand environmental education and stewardship programming
  • Enhance career development and exploration opportunities through ODC programs

Goal 2: Strengthen Organizational Capacity

Building the internal strength needed to support long-term growth and impact.

  • Increase staffing capacity, including:
    • Career Exploration Coordinator
    • Assistant Program Program Director for the Outdoor Discovery Center
    • Marketing Coordinator
  • Grow and engage the volunteer base
  • Strengthen and diversify the Board of Directors
  • Address Outdoor Discovery Center facility needs
  • Renegotiate the ODC lease with the U.S. Army Corps of Engineers

Goal 3: Ensure Sustainability & Community Engagement

Expanding awareness and securing resources to sustain and grow ACCL’s impact.

  • Maintain long-term financial sustainability
  • Raise $25,000 annually in operating support
  • Increase community awareness of ACCL and Outdoor Discovery Center:
    • Across the broader community
    • Among key community stakeholders

  • Supports career pathways and lifelong learning
  • Leverages public funding to expand local impact

With approximately $177,000 in annual state funding, ACCL leveraged an additional $191,000 in outside support last year.
